Panchayat is a comedy-drama set in Uttar Pradesh’s Phullera village. Abhishek Tripathi (Jitendra Kumar), a fresh engineering graduate, reluctantly takes up the job of a secretary in Phullera’s panchayat (village council) office.
Born and brought up in the city, the slow-paced lifestyle of rural India is alien to him. So is the idea of the panchayat office doubling up as his residence. Naturally, he finds himself tangled up in boredom, discomfort and frustration- lashing out at every chance he gets.
During his stay, he discovers that even though Manju Devi (Neena Gupta) is the officially elected Pradhan, her husband deputy secretary Brij Bhushan Dubey (Raghubir Yadav) runs the actual show. The patriarchial fabric, deeply rooted corruption, unawareness among the masses, and a poor infrastructure follow next.
Fuelled by the compelling desire to leave Phulera, Abhishek decides to prepare for the CAT entrance examination and pursue managerial studies. However, the lack of electricity poses another challenge for the already frustrated secretary.
The rest of the plot revolves around his struggles to get a hang of the rural lifestyle and prepare for the entrance among this chaos, paving way for hilarious incidents.
